OpenQSE: An Open Ecosystem for Quantum-HPC Software

Overview

OpenQSE is an emerging, vendor-neutral quantum-HPC software ecosystem effort defining the interfaces, architecture, and community practices needed to make quantum resources usable within high-performance computing (HPC) and cloud environments—without requiring any single project or vendor to own the full stack. This community meetup will convene QC researchers, application developers, SDK and compiler contributors, hardware vendors, HPC facility operators, and system software teams to discuss how open interfaces can reduce fragmentation across quantum runtimes, resource management, orchestration, execution, observability, and application workflows. The session takes a top-down, practitioner-first approach: starting from the workflows, integration challenges, and deployment realities practitioners face today, and working downward to identify the interface boundaries and community agreements needed to resolve them. Short framing remarks are followed by a sequence of moderated whole-room discussion items designed to identify community requirements and priorities. Discussion topics include the OpenQSE reference architecture, quantum-HPC stack integration, NISQ and fault-tolerant system readiness, testing and validation, and governance models for shared specifications.

The discussion-first format captures requirements from the practitioner's vantage point—participants whose systems, applications, and institutions face different integration constraints. Participants leave with a clearer picture of where their tools fit in the ecosystem, what collaboration is needed, and how to contribute to OpenQSE after QCE'26. IEEE QCE'26 is a primary opportunity to gather broad community input; requirements surfaced here will shape the OpenQSE roadmap and working group agendas. The outcome is a practical roadmap establishing OpenQSE as a durable community effort, identifying priorities for working groups and defining community engagement paths.
